Summary of the House Committee Version of the Bill

SB 378 -- STOLEN LICENSE PLATE TABS

SPONSOR:  Coleman (Boykins)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Transportation by a vote of 14 to 0.

Under this bill, a person replacing stolen license plate tabs may
receive four license plate tabs a year at no cost.  Currently,
two free tabs are provided.  A citation will not be issued for
missing license plate tabs if the person indicates to law
enforcement that the tabs have been stolen and a check of the
person's motor vehicle registration record reveals that the
vehicle is properly registered.  Court costs will be waived in
cases where a citation has been improperly issued.

FISCAL NOTE:  Estimated Cost on General Revenue Fund of Up to
$10,000 in FY 2006, FY 2007, and FY 2008.  No impact on Other
State Funds in FY 2006, FY 2007, and FY 2008.

PROPONENTS:  Supporters say that the stealing of license plate
tabs has been a major problem in Missouri's metropolitan areas
and is becoming a problem in communities all around the state.

Testifying for the bill were Senator Coleman; City of St. Louis;
and St. Louis Metropolitan Board of Police Commissioners.

OPPONENTS:  There was no opposition voiced to the committee.
